Project Overview:

CSPR in partnership with the CSO-Debt Alliance has been implementing a project titled Advocacy for Transparency and Accountability in the Management of Public Debt. The project duration is two years, from 2021 to 2023 and is funded by the Open Society Initiative
for Southern Africa (OSISA). The problem the project is trying to address is the low participation of citizens and communities in monitoring how funds acquired through debt are being used to improve service delivery. The goal of the project is to improve the management of public debt by government through enhanced transparency and accountability. This goal will be achieved through fostering transparency and accountability; civil society strengthening and community participation. The expected outcome of the project is increased Fiscal Space to finance education, health, social protection and agriculture in the Zambian National Budgets and the 8 th National Development Plans.
The OSISA project is being implemented in Lusaka and Southern Province (Monze and Choma). In Lusaka, some activities under the OSISA Project have been sub-granted to partners on the CSO-Debt Alliance such as Centre for Trade Policy and Development (CTPD), Consumer Unity and Trust Society (CUTS), Non-Governmental Gender Organizations Coordinating Council (NGOCC), Sky FM, and CARITAS Zambia. The project has recorded some success stories such as contributed to advocacy which led to the enactment of the Public Debt Management Act (2022), and various community interventions which have enhanced community voices in Governance and ability to hold Government accountable in utilization of public resources.

Strategic Focus

The OSISA Project is under the Economic Governance Programme, and the strategic focus area is “to advocate for a people-centred and fair national economic development model and approach which guarantees every Zambian a productive and resourceful life”.
